The phrase ‘Shock and Awe’ appeared 5 years before 9/11, and the subsequent wars in Afghanistan and Iraq, in a white paper titled Shock and Awe: Achieving Rapid Dominance (1996), by Harlan Ullman and James Wade. The doctrine was developed specifically for application by the US military by The National Defense University, which is funded by the US Department of Justice.
